NDMU Launches Doctorate in Education Policy and Practice for Changing Populations

Baltimore, Md.- Notre Dame of Maryland University’s School of Education is launching a new Doctor of Education (Ed.D.) in Education Policy and Practice for Changing Populations, a program designed to prepare leaders in education to navigate and shape policies that address the evolving needs of diverse learners.

The program focuses on understanding how educational policy intersects with issues of equity, linguistic and cultural diversity, and social change, areas that are increasingly essential to both K–12 and higher education. Students will explore courses such as Dialects in American Schools, Culturally Relevant Pedagogy, Coaching for Equity, and Linguistic and Cultural Diversity.

“The focus on changing populations is really a focus on equity,” said Dr. Lisa Pallett, associate dean of the NDMU School of Education. “We want our graduates to understand how policies are developed and interpreted, how to advocate effectively, and how to integrate research, ethics, and equity into every stage of policy design.”

Students can choose to specialize in K–12 leadership or higher education leadership, tailoring their studies to their professional goals. Designed for working educators, administrators, and higher education professionals, the 48-credit program is offered primarily online. The only in-person component is a four-day summer residency, which provides opportunities for networking, collaboration, and mentorship.

A hallmark of the Ed.D. program is its four policy-based practicums, where students apply theory to real-world educational settings. These hands-on experiences bridge research and practice, helping students develop actionable solutions that promote inclusive, data-informed decision-making in schools, universities, and educational organizations.

The program culminates in a capstone project, where students will synthesize their learning and present innovative approaches to addressing contemporary challenges in education.

Most students can expect to complete the program in three to four years on a part-time basis. Courses are offered in eight-week sessions for flexibility, with the practicums spanning full semesters to allow for deeper field engagement.

Designed for educators ready to take the next step in their careers, the Ed.D. in Education Policy and Practice for Changing Populations offers a flexible, practice-based pathway to leadership. With a focus on equity, policy design, and cultural responsiveness, graduates will be prepared to lead with insight, influence, and impact in an ever-evolving educational landscape.
